Chamrousse 2030 Strategy

After the invention of alpine skiing in France by Henry Duhamel in 1878 on the slopes of Chamrousse, the construction of the first alpine refuge dedicated to skiing by the CAF at Recoin in 1911, the construction of the Chamrousse resort from 1950 with its Croix cable car in 1952, and the success of the Grenoble Olympic Games in 1968, the municipality must now succeed in turning to the 21st century and become the emblem of the 4th generation resort, open all year round, welcoming, original, sustainable, and true to its tradition of innovation to invent the Smart Station 2030.

Primary Objective

To make Chamrousse the 4-Season Altitude Smart Station, attractive, connected, the entrance to the Belledonne Regional Natural Park, and well connected to Grenoble.

Main Strengths

  • The strong economic dynamics, presence of large international companies and many SMEs, the weight of Research and Innovation centers, and Higher Education institutions allow the development of a Business Tourism offer during the week throughout the year outside school holidays, combined with co-working spaces in the heart of the village. Grenoble’s innovation showcase, especially in new technologies, will be illustrated by the first real Smart Station of the Alps, having taken the turn of the connected world and the internet of things.
  • The strong dynamics of Outdoor Leisure and Mountain sports, and the rapid accessibility from Grenoble, allow for the strengthening of the offer during free times (a few hours, short stays, weekends, and school holidays).
  • The good European and international visibility of the Alps/Grenoble couple and the development of a more complete and contemporary offer will increase the notoriety and foreign clientele throughout the year.
  • Excellent accessibility:
    • 4 international airports: Grenoble, Lyon, Geneva, Chambéry
    • 2 TGV stations: Grenoble and Chambéry
    • Bus lines from Grenoble station and Crolles
    • Eventually, a Grenoble – Chamrousse cable car in 25 minutes

Targets:

The First Smart Station of the Alps: 100% planet-friendly, 100% connected With its interactive application “Chamrousse Smart Resort”, and anticipating climate changes where the snow period will be reduced, Chamrousse must focus on well-being at altitude and innovation in outdoor connected objects. Similarly, in the field of architecture, by using 100% renewable energies, by improving existing structures (soil permeability reduction, building energy renovation, etc.), water management, waste management, development of soft mobility (electric shuttles, electric bikes, pedestrian village). The offer must be more attractive for a better carbon footprint than today.

Renovate and Increase the Accommodation Capacity

To attract:

  • More year-round residents (only 467 in 2012 against 607 in 1982), to reach the critical mass allowing shops and services to function to increase weekly attendance.
  • More “nomads” (Grenoble practice of double residence, weekdays in the valley and weekends at the top).
  • More tourist accommodation (Hotels, tourist residences, apartments with services, etc.) to develop business tourism during the week and outdoor stays on short stays, weekends, and school holidays.
  • More amenities for hourly, half-day, and daily visits with “air break” packages including spa, healthy and good meals, etc.

Increase Attractiveness, 4-Season Leisure Offer, and Business Tourism

At the heart of the future Belledonne Regional Natural Park, the resort will be equipped with an aquatic and tonic center, a summer sled facility, a multi-use room, and already has many sports possibilities: mountain biking, hiking, trails, sports events. This offer corresponds to the tourist leisure expectations of a national, European, and even international clientele but also to the urban population of the Grenoble and Lyon metropolises, looking for fresh air and strong sensations, targeting families with young children, athletes of all levels, young professionals, students, sporty retirees, and mountaineers.

This offer can also support company seminars, mini-congresses, and professional training, ideal for developing activity during the week all year round. It will be fully available and interactive on the future “Chamrousse Smart Resort” application. This offer will reinforce the identity and specificity of each part of Chamrousse:

  • The centrality for Village 1650, the lively heart of the resort, attractive, connected all year round, and the gateway to the Belledonne Regional Natural Park.
  • Roche-Béranger 1750 focused on welcoming families with young children.
  • The Plateau de l’Arselle open to Nordic skiing (skating and cross-country skiing) and offering an ecological natural reserve (biotope) for the rest of the year.

Develop Identity, Difference, Authenticity

Develop the station’s identity by relying on:

  • Geography: Belledonne range, future Regional Park, Recoin site, exceptional views of the Vercors and Grenoble…
  • History: Olympic Games, alpine hunters, hydroelectricity, new technologies, research…
  • Culture: Dauphiné, skiing, mountaineering, mountain technical innovation, spa, culinary art, mountain agriculture, Belledonne product label…

Succeed in Sustainable Economic Development

By clever financial project setups The attractiveness depends on the development of accommodation capacities and the tourism and leisure offer, relying on exceptional station accessibility. Showing that Chamrousse is a natural leisure destination all season attracts private investors to support public management to build the life of tomorrow’s station and to accompany this local development (population growth, job creation).

The station’s development should rely on tourism but also on the knowledge economy, attracting socio-economic actors of the digital world and outdoor connected objects (start-ups, coworking, etc.), who find in the natural mountain spaces a privileged working environment.

Public finance-wise, the idea is to succeed in both:

  • An ambitious and achievable project without over-indebtedness of the municipality by mastering the urban project, its phasing, and the development balance.
